Neal is an expert on the Hyde Amendment, which authorizes attorney fees and court costs to a federal criminal defendant "where the court finds that the position of the United States was vexatious, frivolous, or in bad faith." Along with Dick DeGuerin, Neal wrote a leading article on the Hyde Amendment for the preeminent national criminal defense magazine, The Champion. Dick DeGuerin and Neal also successfully sued the prosecution under the Hyde Amendment in the United States District Court of the Southern District of Texas.
